Suspension of rural funding for the 2024/2025 Crop Plan

The recent announcement by the Ministry of Finance regarding the suspension of new rural financing contracts with interest rate equalization under the 2024/2025 Crop Plan brought concern to the Brazilian agricultural sector. The measure, made official by SEI Circular Letter No. 282/2025/MF, took effect as of today and will remain until further deliberation, blocking almost R$ 50 billion in resources. The only exception is the Pronaf Costeio funding lines, aimed at family farming.

The suspension stems from the need to review spending to equalize interest rates, since new economic parameters indicated a significant increase in expenses. This scenario pressured the drafting of the Annual Budget Bill (PLOA) of 2025, which is still pending before the National Congress. The Minister of Agriculture and Livestock, Carlos Fávaro, pointed out that, without the approval of the budget, it is imprudent to continue with the equalization of rates, stressing the need for fiscal responsibility. It is possible that the resources will be available again after the approval of the budget, or even before that, from the government's own appeal to the TCU.

The Ministry of Finance announced this Friday afternoon (21/02) the release of R$ 4 billion in an extraordinary way.

Several institutions expressed their concern, pointing out that the suspension of funding may affect small and medium-sized producers, compromising the national economy. The measure comes at a critical time, during the planting of the second corn crop and the soybean and rice harvest, with the sector heated by the demands for rural credit.
